    I dont know how this works.  However,  whe you enngage thr handle and rotate it, thr spindle does rotate.
    Paint peeled off in some places.
    I am selling this "for parts' because I dont have the expertise to properly desribe its condition.
    This may be a great opportunity to get a vintage item at a fantastic price!
