Hudson 8mm film editor viewer has problems read carefully

working bulb turns on but one of the gears is very hard to turn-almost stuck- hasn't been used in 40 years-please see pic with red circle. When pressing the center part of the gear, (the framer) gear is considerably looser.
**I think this is only for 8mm and not super 8
